Governor Beshear Appoints Members to Kentucky Mining Board

FRANKFORT, Ky. - Kentucky Gov. Steve Beshear has reappointed Edgar F. Oldham, Jr. and James M. Vicini to serve as a members of the Kentucky Mining Board.
Oldham is an international representative for the United Mine Workers of America (UMWA). He has previously worked as a health and safety committeeman for the UMWA. Oldham has been a member of the Kentucky Mining Board since 1989. He and his wife, Maria, reside in Morganfield.
Vicini is a corporate chief inspector employed by Arch Coal Inc. Previously, he has held various positions in the U.S. Mining Company, Mingo Logan Coal Company and Lone Mountain Processing, Inc. Vicini and his wife, Kathleen, reside in Cumberland.
Oldham and Vicini shall serve for terms expiring April 10, 2012.
The Kentucky Mining Board consists of eight gubernatorial appointees. The board was created by the General Assembly and is charged with establishing criteria and standards for education and training required of prospective miners and all certified mining personnel. The board also reviews and approves all administrative regulations proposed by the department that relate to the mining of coal, penalties and miner certification.
